New Sim Card Rules 2023 in India

The Department of Telecommunications (DoT) has issued new guidelines for the issuance of SIM cards in India, effective from December 1, 2023. These guidelines aim to strengthen the security of SIM card issuance and prevent misuse of mobile phone connections.

Key Highlights of the New SIM Card Rules:

1. Mandatory Aadhaar Verification:

  • Customers purchasing new SIM cards or applying for a fresh SIM on an existing number must undergo mandatory Aadhaar verification.
  • Demographic details of the customer will be captured by scanning the QR code of the printed Aadhaar.

2. Restricted Bulk SIM Issuance:

  • Bulk issuance of SIM cards is restricted to individuals acquiring them for business purposes only.
  • The number of SIM cards that can be issued in bulk will be determined by the telecom service provider based on the specific requirements of the business.

3. Dealer Verification:

  • All SIM card dealers must undergo mandatory verification with the telecom service provider they are associated with.
  • Dealers must maintain proper records of SIM card sales, including customer details and verification documents.

4. Deactivation Period for Closed SIM Cards:

  • Before reassigning a SIM card number that has been closed, there will be a mandatory waiting period of 90 days.
  • This aims to prevent the misuse of closed SIM card numbers for fraudulent activities.

5. Penalties for Non-Compliance:

  • SIM card vendors who fail to comply with the new guidelines could face penalties of up to Rs. 10 lakh and even imprisonment.

These new SIM card rules are intended to enhance the security of mobile phone connections and curb the misuse of SIM cards for illegal activities.
